Request for Expressions of Interest forInternational Competition for the Re-development plan of Hangzhou City Railway Station

1. 項目背景

本次國際方案征集由杭州市上城區(qū)政府和中國鐵路上海局集團公司共同委托，旨在借鑒國內(nèi)外先進經(jīng)驗，實現(xiàn)“站城融合、統(tǒng)籌規(guī)劃、分步實施”的目標。

The international collection of this program is jointly commissioned by the Shangcheng District Government of Hangzhou and the China Railway Shanghai Group Co.,Ltd.. The aim is to adopt the international advanced experience on railway station planning and regeneration, for achieving the integration of the railway station and the city based on an overall planning.

規(guī)劃設(shè)計研究范圍北至清泰街，南至望江路，西靠江城路，跨貼沙河，東至海潮路，大致為現(xiàn)杭州站范圍及望江地西側(cè)部分，占地面積約53.64公頃。

The project covers the Qingtai Road in the north, Wangjiang Road in the south, Jiangcheng Road in the west, and crossing Tiesha River to Haichao Road in the east. It is roughly the area of the current railway station and the west side of the Wangjiang Block, covering an area of 53.64 hectares.

二、方案征集目標

The Purpose of Scheme Collection

杭州站作為城市中心區(qū)的老火車站，也是滬杭寧高鐵交通的最重要文旅商務(wù)節(jié)點，具有交通樞紐特有的交通組織流線復(fù)雜性、機動性等負外部效應(yīng)，需要改善交通樞紐的站點功能，提升城市功能和交通設(shè)施的復(fù)合性。杭州站是中國城市核心區(qū)火車站更新的一個試點，可以嘗試嵌入多種功能，為居民、商務(wù)客旅和國際旅行者創(chuàng)造新的空間。

As the old railway station in the central area of the city, Hangzhou City Railway Station is also the most important business travel node of Shanghai-Hangzhou-Ningbo high-speed railway transportation. It has some negative external effects such as the complexity and mobility of the traffic organization, which needs to enhance the convenience and connectivity of the station to the city. This railway station’s regeneration is a pilot project for other cities in China. It should embed multiple functions to create a new space for residents, business travelers and international travelers.

三、設(shè)計內(nèi)容

Planning and Design Content

1.對目前該區(qū)域存在的問題（城市空間、城市公共服務(wù)設(shè)施、交通換乘、建筑及景觀形象、建筑功能、過鐵軌便利性、城站融合等方面）提出優(yōu)化措施；

Proposing a series of countermeasures for current problems in the railway station area, this may include urban space, urban public service facilities, transportation interchange, architectural and landscape image, architectural function, railway transit convenience, integration of the railway station and the city, etc.

2．根據(jù)這些建議給出空間改造的方案，應(yīng)包括但不限于：

A. 城市交通及其他公共設(shè)施的優(yōu)化及更新方案；

B. 車站建筑及室外空間的更新利用及開發(fā)意向（應(yīng)達到方案深度），增設(shè)城站東出入口；

C. 設(shè)計范圍內(nèi)待開發(fā)用地的城市設(shè)計圖示及必要的文字說明(功能、體量、退界、限高、開放空間、出入口、密度、貼線要求、材質(zhì)及風(fēng)格要求)；

D. 區(qū)域創(chuàng)意創(chuàng)新及文化復(fù)興的方案(應(yīng)與空間更新方案相結(jié)合)

The regeneration plan based on the analysis should be proposed, which shall include but is not limited to:

A. The regeneration plan which improves urban transportation and other public facilities;

B. The regeneration and development scheme of station’s indoor and outdoor space (should be presented as the detailed plan);

C. The urban design drawings and other textual descriptions for the land to be developed within the design scope, including function, building massing, site demarcation, height limit, open space, entrance and exit, density, line requirements, near-line rate, material and style requirements;

D. The scheme of regional cultural revitalization, which should be combined with railway station’s space regeneration plan.

四、應(yīng)征要求（報名條件）

Registration Requirements
　　1.本次方案征集采用公開報名的方式，境內(nèi)外具有合法執(zhí)業(yè)資格、獨立法人資格的設(shè)計公司、設(shè)計事務(wù)所、設(shè)計院均可報名參加。允許由合法注冊的設(shè)計單位組成聯(lián)合體報名，但聯(lián)合體成員不得超過二家，聯(lián)合體各方不得再單獨以自己名義，或者與另外的設(shè)計單位組成聯(lián)合體參加此次方案征集。

境外公司聯(lián)合國內(nèi)設(shè)計單位的，國內(nèi)設(shè)計單位要求必須具備城市規(guī)劃甲級資質(zhì)或建筑相應(yīng)設(shè)計資質(zhì)。不接受個人及個人組合的報名。

This International Consultation is open to registration. All design firms, design offices and design institutions with legal qualifications and independent legal entities at home and abroad can sign up. Consortium is acceptable but the members in the consortium shall not be more than 2. The members in the consortium shall not participate in the international consultation again in their own name or in a consortium with another unit.

For the consortium which consists by the domestic firms of China and aboard firms, the domestic firms should have the Grade-A Urban & Rural Planning Qualification or the corresponding qualification in architecture. Personal registration is not accepted
   2.團隊應(yīng)具備近十年主持國內(nèi)外同類項目成功經(jīng)驗，具有軌道樞紐更新改造設(shè)計實踐經(jīng)驗和成功案例。

The applicants should have profound design and implementation experience on similar international or domestic redevelopment of railway station projects in last 10 years;

3.參與本次征集活動的規(guī)劃設(shè)計人員應(yīng)為設(shè)計單位的在冊人員，首席設(shè)計師須由主持過同類型項目的人員擔任（同類型項目指規(guī)模相當?shù)能壍罉屑~更新改造設(shè)計），且必須直接參與方案征集和設(shè)計全過程。

Designers involved in the consultation should be current personnel of the registered design firm. The chief designer shall have profound experiences of directing similar projects (the regeneration projects of railway hubs in the similar scale), and shall personally participate in the whole process of the consultation.

4.應(yīng)征單位根據(jù)方案征集公告要求提供資格預(yù)審材料。

Design firms should submit pre-qualification documents according to consultation conditions. 

五、資格預(yù)審

Pre-qualification

主辦單位將對報名機構(gòu)的公司資格、業(yè)績、獎項、擬投入項目的團隊等情況進行綜合審查，確定4家通過資格預(yù)審入圍的參賽機構(gòu)，同時再評選出2家備選參賽機構(gòu)（須排序），如前4家入圍的參賽機構(gòu)退出第二階段競賽的，則備選參賽機構(gòu)依序替補。

The host will carry out preliminary review of prequalification documents submitted by design firms, including firms’qualifications, performance, awards and team members. Four participants will be shortlisted to move forward to Stage 2 of the consultation. Twoalternatives will be selected and ranked by order, in case that any of the four shortlisted firms quits the consultation.

4家入圍的參賽機構(gòu)進入第二階段的設(shè)計競賽階段，并向其發(fā)放投標邀請書和概念性方案設(shè)計競賽征集文件。

The host will send formal invitations and the official bidding document (including terms of reference etc.) to the four invited firms.

相關(guān)業(yè)績的審核主要基于下列方面：

合同大��；服務(wù)性質(zhì)；技術(shù)領(lǐng)域和專業(yè)知識。

Determination of the experiences will be based on:

The contract size;

The nature of the services;

The technical area and expertise.

六、方案征集流程

Process of the Consultation

1）參賽單位報名并提交報名材料；

Applicants shall register for this International Consultation by submitting the application documents.

2）資格預(yù)審評審小組對所有參賽的報名單位進行資格審查，確定4家方案征集參與單位，并報方案征集領(lǐng)導(dǎo)小組審查；

The jury panel of prequalification will carry out preliminary review on the application documents submitted by the applicants, and select 4 design firms. The decisions will be inspected by the consultation leading group;

3）根據(jù)審查結(jié)果，向各參賽的報名單位發(fā)出資格預(yù)審?fù)ㄟ^或資格預(yù)審未通過通知書，并向資格預(yù)審?fù)ㄟ^的單位發(fā)放概念性方案設(shè)計征集文件；

The panel will issue the Invitation and the official bidding document for Hangzhou City Railway Station conceptual design competition to the 4 confirmed firms.

4）方案征集文件發(fā)放后，根據(jù)約定期限提交方案征集文件，由參賽單位對所提交的征集方案進行匯報，具體時間另行通知；

The 4 invited firms shall submit the design deliverables on time and give the presentation.

5）組織專家評審，根據(jù)評審結(jié)果，正式公布本次征集獲獎方案，向獲獎方案的提交單位發(fā)放獎金150萬人民幣，完成設(shè)計任務(wù)的其他單位將獲得補償費用，以最后征集文件為準。

The evaluation result of design deliverables will released based on expert review. A bonus of 200 000 € will be given to the winner, selected candidates who complete the procedure will receive compensation，based on the official document on Stage 2.

七、應(yīng)征報名注意事項

Registration Notes
　　1、報名時間：2019年6月28日—2019年7月19日（含雙休日）

Registration time: June 28^th 2019-July 19^th 2019 (including weekends)

2、報名形式：凡符合報名條件并愿意參加本項目的應(yīng)征單位，可采用現(xiàn)場報名、快遞報名和郵件方式報名。應(yīng)征單位提交資格預(yù)審文件內(nèi)容不相符或不真實的取消其征集設(shè)計權(quán)。
　�。�1）通過現(xiàn)場、快遞形式向招標代理機構(gòu)遞交報名材料:

浙江省成套工程有限公司（杭州市古墩路701號紫金廣場A座12樓1210室）。
　　（2）通過郵件形式報名：將資格預(yù)審文件發(fā)送至郵箱461913328@qq.com，相應(yīng)紙質(zhì)材料須在下一階段領(lǐng)取征集文件之前提供。

Expressions of interest must be delivered to the address below no laterthanJul. 19th, 2019.Applicants who provide incongruent or fake registration stuffswill be cancel the acquired design rights.

Documents’ requirements are the same with (1). The hardcopy documents shall be providedat the beginning of Stage 2 if the firm is selected.

3、報名結(jié)果公布：主辦單位將擇優(yōu)選擇應(yīng)征單位并在報名結(jié)束后5個工作日內(nèi)公布入圍單位（聯(lián)合體）名稱。

Release of the prequalification result: The host will release the prequalification result within 5 working days after the registration.
