（*）資格要求
Requirements for Qualification of？Bidder
？A. ★投標(biāo)人必須是具有獨(dú)立法人資格的高壓深冷Globe調(diào)節(jié)閥制造商或代理商。
獨(dú)立法人資格要求：如果投標(biāo)人為境內(nèi)注冊(cè)公司，需提供有效的營業(yè)執(zhí)照（具備獨(dú)立法人資格）、一般納稅人證明/稅務(wù)登記證、組織機(jī)構(gòu)代碼證復(fù)印件，并加蓋公章（以上所有證明文件在年審有效期內(nèi)）；如果投標(biāo)人為境外注冊(cè)公司，需提供有效的公司登記注冊(cè)證明。
Bidder shall be manufacturer or authorized agent designated by manufacturer with the qualification of independent legal entity of High Pressure Cryogenic Globe Control Valve.
If the bidder is a domestically registered company, it is required to provide a valid business license (with independent legal person status), general taxpayer certificate/tax registration certificate, a copy of the organization code certificate, and affix the official seal (all the above certificates are within the validity period of the annual review) ); if the bidder is an overseas registered company, a valid company registration certificate is required.
B. ★代理商要求：如果投標(biāo)人所投的貨物不是投標(biāo)人自己制造的，投標(biāo)人應(yīng)得到貨物制造商的同意以及證明其在本次投標(biāo)中唯一提供該貨物的正式授權(quán)書，本次投標(biāo)的產(chǎn)品須為同一品牌。
If the goods is not？manufactured by bidder, the？bidder？shall？be？duly？authorized by the？goods'？Manufacturer？to supply？the goods？solely？in this？bidding,？and the products in this bidding must be of the same brand.
C.★投標(biāo)人在投標(biāo)時(shí)應(yīng)提供閥門制造商的以下三類認(rèn)證有效證書復(fù)印件，若認(rèn)證證書包含本次招標(biāo)產(chǎn)品的尺寸、壓力等級(jí)一種或幾種參數(shù)，則其證書中的相應(yīng)參數(shù)須覆蓋本次招標(biāo)的產(chǎn)品對(duì)應(yīng)最高參數(shù)要求，證書認(rèn)證的制造商名稱應(yīng)與其所提供業(yè)績(jī)的制造商名稱、此次投標(biāo)貨物的制造商名稱一致：
Bidders should provide copies of the following three types of valid certificates of the valve manufacturer？when bidding. If the certificate contains one or more parameters of the size and pressure level of the product in this bidding, the corresponding parameters in the certificate must cover the requirements of this bidding. The product corresponds to the？highest parameter requirements. The name of the manufacturer certified by the certificate should be consistent with the name of the manufacturer of the performance provided by it, and the name of the manufacturer of the goods in this bidding:
*)？壓力設(shè)備認(rèn)證證書：制造商應(yīng)具有中國國家質(zhì)監(jiān)局頒發(fā)的特種設(shè)備制造許可證（A*級(jí)）、特種設(shè)備型式試驗(yàn)證書和壓力設(shè)備(PED)認(rèn)證證書中的至少一種，且所有證書均應(yīng)在有效期內(nèi)。
Pressure equipment certification：The manufacturer should have at least one certificate through the Manufacturer license of Special Equipment People’s Republic of China issued by General Administration of Quality Supervision (Certificate level for cryogenic？valves:A*),Certificate？for Type Test of Specific Equipment and certificate for pressure equipment（PED）, and the certification should be within the period of validity.
*)？低泄漏認(rèn)證證書：閥門必須具備可靠的外密封性能，應(yīng)至少達(dá)到TA-LUFT或ISO-*****-*的要求，并提供相關(guān)測(cè)試的TA-LUFT或ISO-*****-*證書或認(rèn)證，投標(biāo)時(shí)提供有效證書復(fù)印件。
？Low leakage certification: The valve must have reliable external sealing performance, which should at least meet the requirements of TA-LUFT or ISO-*****-*, and provide TA-LUFT or ISO-*****-* certificate or certification for relevant tests, tender A copy of a valid certificate is provided.
*)？防爆認(rèn)證證書：制造商提供閥門定位器、電磁閥、限位開關(guān)的防爆合格證，防爆合格證應(yīng)由中國國家授權(quán)的監(jiān)督檢驗(yàn)機(jī)構(gòu)頒發(fā)。閥門定位器的防爆等級(jí)不低于ExiaⅡBT*。電磁閥、限位開關(guān)的防爆等級(jí)不低于ExdⅡBT*，防護(hù)等級(jí)不低于IP**。 電氣設(shè)備滿足國家*場(chǎng)監(jiān)督管理總局公告〔****年第**號(hào)〕《*場(chǎng)監(jiān)管總局關(guān)于防爆電氣等產(chǎn)品由生產(chǎn)許可轉(zhuǎn)為強(qiáng)制性產(chǎn)品認(rèn)證管理實(shí)施要求的公告》的要求，須在投標(biāo)時(shí)提供CCC認(rèn)證證書。
Explosion proof certificates：Explosion proof certificates of valve positioners, solenoid valves？and limit？switches？should？be？provided？by manufacturer. Explosion proof certificates shall be issued by the supervision and？inspection agencies authorized by China. The explosion-proof level of the valve？positioner is not lower than ExiaⅡBT*. The explosion-proof level of the solenoid？valve and limit switch is not lower than ExdⅡBT*, and the？protection level is not lower than IP**. The equipment meet the requirements of the announcement of the？State Administration of market supervision [No. ** in ****] ？《notice？of the State Administration for Market Regulation about？explosion-proof？electrical products change from production license to compulsory product？certification》, And the vendor should supply China Compulsory Certification when biding.
D.？★產(chǎn)地要求
投標(biāo)人所報(bào)的本次招標(biāo)GLOBE 調(diào)節(jié)閥的原產(chǎn)地和制造商應(yīng)與所提供業(yè)績(jī)中的GLOBE 調(diào)節(jié)閥原產(chǎn)地以及制造商一致，且本次投標(biāo)GLOBE 調(diào)節(jié)閥應(yīng)在其原產(chǎn)地工廠進(jìn)行生產(chǎn)和檢驗(yàn)，不得委托加工。投標(biāo)人提交能體現(xiàn)原產(chǎn)地和制造商的業(yè)績(jī)證明文件，包括*.合同復(fù)印件或*.報(bào)關(guān)單或*.原產(chǎn)地證明或*. BV、DNV、勞氏等國際知名第三方檢驗(yàn)機(jī)構(gòu)出具的報(bào)告，例如出廠檢驗(yàn)報(bào)告、制造過程檢驗(yàn)報(bào)告等。
Origin requirements
The origin and manufacturer of the GLOBE control valve quoted by the bidder in this tender shall be consistent with the origin and manufacturer of the GLOBE control valve in the performance provided, and the GLOBE control valve in this bid shall be produced and manufactured in the factory of its origin. Inspection, processing shall not be entrusted.The bidder shall submit the performance certification documents that can reflect the origin and manufacturer, including *. a copy of the contract or *. a customs declaration or *. a certificate of origin or *. BV, DNV, Lowe's and other internationally renowned third-party inspection agencies issued Reports, such as factory inspection reports, manufacturing process inspection reports, etc.

制造商應(yīng)提供ISO****質(zhì)量管理體系認(rèn)證證書，且證書在有效期內(nèi)。代理商投標(biāo)時(shí)應(yīng)提供所代理的產(chǎn)品制造商的ISO證書。

自****年*月*日至投標(biāo)截止日，投標(biāo)人所投產(chǎn)品應(yīng)在中國境內(nèi)至少具有*個(gè)LNG接收站項(xiàng)目高壓深冷Globe調(diào)節(jié)閥供貨業(yè)績(jī)。其中至少具有*臺(tái)尺寸≥*"且磅級(jí)≥****LB的高壓深冷Globe調(diào)節(jié)閥,且單項(xiàng)合同供貨數(shù)量不少于**臺(tái)。 ？
From January *, **** to the deadline for bidding, the products submitted by the bidders should have at least two LNG receiving station projects in China with the supply performance of high-pressure cryogenic Globe regulating valves. Among them, at least * sets of high-pressure cryogenic Globe control valves with size ≥ *" and pound class ≥ ****LB, and the number of single contract supply is not less than ** sets.
投標(biāo)人須提交有效的業(yè)績(jī)表和相關(guān)證明文件，業(yè)績(jī)證明文件至少包括*.合同復(fù)印件相關(guān)章節(jié)和*.到貨驗(yàn)收材料。業(yè)績(jī)證明文件必須至少體現(xiàn)以下內(nèi)容：合同簽署時(shí)間、貨物名稱及類型（高壓深冷Globe調(diào)節(jié)閥）、項(xiàng)目名稱（LNG接收站項(xiàng)目）、供貨數(shù)量、閥門尺寸、磅級(jí)。未提交業(yè)績(jī)證明文件，或所提供的業(yè)績(jī)證明文件無法驗(yàn)證前述業(yè)績(jī)信息，均視為無效業(yè)績(jī)。
The bidder must submit a valid performance form and relevant certification documents. The performance certification documents shall at least include *. Relevant chapters of the copy of the contract and *. Arrival acceptance materials.The relevant documentary evidence must embody at least the following contents: the signing time of the contract,the name of the goods, the type of the goods(high pressure cryogenic Globe control valve), project name (LNG terminal project）, the quantity of goods supplied, the size and class of valve. Failure to submit a relevant documentary evidence for their reference or failure to verify the above information will be regarded as invalid performance.
